In a medium mixing bowl, add red pepper paste, sugar, red pepper flakes, soy sauce, corn syrup, and 1 cup of warm water.
Stir to combine, then set aside.
Pour 3-5 cups of water, depending on the amount of rice cakes and fish cakes you want, into a large pot.
Add rice cakes, fish cakes, and ramen noodle seasoning packet.
Once water begins to boil, add ramen noodles.
After 2 minutes, break noodles up and add red pepper mixture.
Cook for another 2 minutes until the sauce thickens, then serve.
