Cook macaroni in salted water. In a saucepan, melt the butter, add the flour, and whisk to make a roux.
Cook for about 1-2 minutes, just enough to cook the flour taste out.
Over medium heat, add stock, and whisk until thickened. Add dry spices. Then, add milk, hot sauce, and Worcestershire. Turn off the heat.
Add in about ¾ of the cheese, and mix cooked macaroni with cheese sauce. Put in a 9x13-inch pan, and add the remaining cheese on top. Sprinkle panko on top.
Bake in a hot oven at 425° for 10-15 minutes until the top is golden brown. Top with green onion and parsley.
Optional: You can finish baking it under a low broiler to brown it, but be careful not to burn it.
