Cut chicken into bite-size pieces. Combine corn starch, water, and seasonings to create a batter.
Mix chicken with batter and deep fry at 350° for 3 minutes. Remove chicken and let cool before deep frying again for another 3 minutes. Blend all sauce ingredients.
Mix together sauce and fried chicken until fully coated, and plate. Drizzle honey over chicken and garnish with sesame seeds and green onions.
