Preheat oven to 350°, and prepare a cookie sheet with parchment paper.
In a large bowl or stand mixer, combine the cake mix and gelatin.
Add the zest, and mix slightly, so it’s distributed throughout.
Add the eggs, orange juice, and oil, and mix until well combined. Add white chocolate chips, and fold them into the dough until they are well distributed.
Roll into 1½-inch balls, and place on a cookie sheet, leaving a fair amount of space between as the cookies will spread.
Bake for 10-12 minutes, and cool on a wire rack for about 10 additional minutes.
